Key GOP Senator Now In Favor of Farm Labor Legislation

Sen. Richard Lugar (R-Ind.) became the first Republican Senator to cosponsor the Agricultural Job Opportunities, Benefits and Security Act (AgJOBS), according to a press release by Sen. Dianne Feinstein
(D-Calif.). She says that to ensure farmers and ranchers have access to a reliable and experienced workforce, AgJOBS would provide an extensive reform of the H-2A seasonal worker program, as well as
establish an 'earned adjustment' program for undocumented farm workers and agricultural guest workers.
Companion legislation has been introduced in the House by Rep. Howard Berman (D-Calif.) and Rep. Adam Putnam (R-Fla.).
In regulatory news, the American Farm Bureau Association (AFBF) and the North Carolina Growers Association (NCGA) requested a temporary restraining order and preliminary injunction to prevent the
implementation of the final rule for the H-2A program. Citing a failure to wholly consider the potential effects on the small business community, these groups believe implementation of the final rule would be
extremely detrimental for farmers and ranchers. In a released statement, AFBF President Bob Stallman explained further that the solution offered by the administration's final rule on the H-2A foreign worker
program only makes an already bad situation worse, and it's going to be especially hard for family-owned farms and other small family-owned businesses.
