Legislation Would Regulate Sale of Ammonium Nitrate Fertilizer

The House Homeland Security Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology by voice vote approved legislation that would regulate the sale of ammonium nitrate fertilizer.

The "Secure Handling of Ammonium Nitrate Act of 2007" (H.R. 1680) would provide the U.S. Department of Homeland Security (DHS) with the authority to regulate the purchase and sale of ammonium nitrate fertilizer.

H.R. 1680, sponsored by House Homeland Security Committee Chairman Bennie Thompson (D-MS), would require both ammonium nitrate fertilizer facilities (i.e. produces or sells) and purchasers (i.e. buys and takes possession) to register with DHS or the state designated agency, which would likely be the State Department of Agriculture.

The full committee is expected to debate and vote on this legislation after the House returns from their current two-week recess.
