Wood Co. to Send Manure Irrigation Issue to Ad Hoc Committee

The Wood County Judicial and Legislative panel has decided to establish an ad hoc committee to study the effect of manure irrigation and the authority local governments have in regulating it before asking the county board to ban the practice altogether. The study group will be made up of members of the judicial, conservation, education, economic development, and health committees and will be charged with the task of researching the appropriateness of legislating waste irrigation at the county level.

Last month, the group voted to send a resolution to the full board asking them to halt the use of spraying animal waste through industrialized irrigation equipment or through pivoting pipes after receiving complaints from concerned citizens. But when the farm community came forward to challenge the committee's authority over the proposal, the panel decided to take a further look.

Wood County Board Chairman Lance Pliml says the state is asking counties to hold off on developing new ordinances relating to animal waste disposal until a Wisconsin study on the impacts of spray manure is completed early next year.

The controversy over manure irrigation stemmed from the ongoing battle between the developers of a proposed large-scale dairy farm in Saratoga and local town board members.

During a public hearing in July, some residents also expressed concerns about other contaminates that come from manure lagoons, such as antibiotic residue and chemicals from waste water used to clean milking equipment.

Nearby Adams County has approved a resolution banning the use of aerial spraying unless certain conditions are met.
