Rep. Quinn Wants to See Term Limits Placed on State Offices

A state lawmaker says he is co-sponsorship a bill that would set term limits for members of the legislature, as well as the office of governor and lieutenant governor. Rep. Romaine Quinn says such limits are a good way to bring more voices into the democratic process.

"Wisconsin's legislators currently stay in office longer, and generate fewer proposals, than our predecessors," said Quinn. "Although I am proud to continue to do the people's work in Madison, it would be absurd for me to still be in office when I'm 70 years old. That's just not the way a healthy system works."

The Rice Lake Republican says his proposed constitutional amendment would limit terms to 24 years of total legislative service--twelve years in each house--not counting the potential for sixteen additional years of serving as Lt. Governor and Governor. Those two top offices would be limited to just eight years in each position.

Quinn says over the last 75 years, the amount of terms politicians serve have ballooned. In the 1940s, 50s, and 60s, the assembly was primarily made up of legislators who were new or in their second or third session. During the same time period, the assembly had less than 15 percent of legislators who had served five or more terms. In the 2000s, the legislature included over 33 percent of legislators who had served five or more terms, with new and second term legislators making up 30 percent of the assembly.

Currently 15 states have some form of term limits.
