Walker Signs Bill to Expand Rights of Property Owners

Gov. Scott Walker has signed a bill this week that aims to expand property owner rights and barring counties from imposing development moratoriums.

Specifically, the measure would cut down on ways local governments can interfere with property transactions by forbid municipalities from blocking property owners from selling or transferring land titles. It would also bar counties from regulating repairs on structures legally located in shore land setback areas.

Supporters say the bill would prevent blanket bans like the ban on frac sand mines in Trempealeau County several years ago or the moratorium being developed in Bayfield County to stop a large hog farm from being built.

The bill also would require judges to resolve ambiguity in zoning ordinances in favor of property owners.
