State to Make Emissions Exemption for Clear Horizons Biodigester

The Department of Natural Resources says it will allow the owners of a biodigester near Waunakee increase the amount of air pollution it releases as a way to help the facility fix nearly 90 state violations.

The Wisconsin State Journal reports that the Clear Horizons facility burns gas containing five times as much hydrogen sulfide as is allowed by state law. The exemption will increase the amount of air emissions, but will still be within federal air quality standards.

The plant exceeded limits for hydrogen sulfide in 43 out of 50 tests in 2013

A public comment period for the matter ends June 15 for a new air pollution permit.

The facility was built in 2010 for $12 million to collect gas from manure delivered by nearby dairy farms and burn it to generate electricity.
