Disaster Program Eligibility Requires Reporting Pasture Acreage
Wisconsin Ag Connection - 08/15/2008

Do you have coverage on all of your crops and feel that you are fully insured for eligibility in the 2008 Permanent Disaster Program under crop insurance or the Non-insured Disaster Assistance Program? You may not be, according to the Wisconsin Farm Service Agency. For the 2008 disaster program, you must have all crops, harvested and grazed, either covered by crop insurance or 'buy-in' for eligibility by September 16. Crop reports are required for 2008 on all crops, including pastures, for producers applying for any 2008 disaster benefits.

"Producers may think they are covered, but the new 2008 Farm Bill Permanent Disaster Program requires all acreage, including pastures producers harvest or graze, be insured or a buy-in submitted," said State FSA Director Ben Brancel. "This means acres never reported in the past need to be insured, including acreage that any domesticated animals graze."

This also means any pasture acreage harvested or grazed by cows, horses, sheep, chickens, and any other domestic animal must be insured or bought-in. If you have not insured all possible acreage, you have until September 16 to pay the 'buy-in' fee to be eligible for the new disaster assistance program. Payment of the applicable fees will allow producers to be eligible for financial assistance under the Supplemental Revenue Assistance Program, Livestock Forage Disaster Program, Emergency Assistance for Livestock, Honeybees and Farm Raised Fish Program, and Tree Assistance Program. Producers are reminded that payment of the applicable buy-in fee does not provide crop insurance or NAP coverage; it only affords eligibility for the 2008 disaster program.

The buy-in fee for 2008 eligibility is $100 per crop, but not more than $300 per producer per administrative county, or $900 total per producer for all counties less any previously paid fees for CAT and/or NAP. Producers can contact their local administrative FSA county office to get more information or pay applicable fees.

Please contact your local FSA office or visit FSA's Website at www.usda.fsa.gov for more information on the newly enacted disaster programs.
